The annual permit fee is $150, which is due in January of each year. See Ordinance 98-22, Section 28 and 29 for detailed information on requirements for pet sterilization and Hobby Breeder permits. Persons who breed 20 or more puppies or kittens per year must obtain a Commercial Breeder Permit.

A person who breeds several show litters a year is called a “hobby breeder”. Hobby breeders are perhaps the best option for most people looking for a healthy and characteristic purebred dog.

In order to receive a Breeder Permit, residents must complete a Breeder Permit Application. The Breeder Application must be approved, and a permit issued, by Broward County Animal Care and Adoption Division BEFORE a dog or cat can be bred.

A person may not operate as a commercial dog breeder in Indiana without being registered with the Indiana State Board of Animal Health. IC 15-21-2-1. A commercial dog breeder registration must be renewed each year. IC 15-21-3-1(a).

Business owners who want to keep their costs as low as possible can begin by breeding just one female dog. Starting out with just one dog keeps feeding costs, veterinary costs for puppies and AKC litter registration fees minimal. A single dog can also usually be housed in a home without building any special facilities.

Dog breeders who breed puppies to be sold as pets must be USDA-licensed if they have more than four breeding females and sell puppies wholesale, or sight unseen, to pet stores, brokers and/or online.
