So a Tier I SPCC is for a facility with no oil spills in the past three years that has at least 1,320-gallons of oil products on-site, with no tank over 5,000-gallons, and not exceeding 10,000-gallons in total. If you think you may need an SPCC Plan, get one, no matter what kind you need.

First determine what type of plan applies to your facility. There are three types of SPCC Plans. Tier 1 is the entry level plan, Tier 2 is a full report and a Tier 3 is a Professional Engineer (P.E.) certified full report.

In order to break down SPCC plans into their simplest forms, they break down like this: Tier I Plans – Over 1,320-gallons, less than 10,000-gallons, no tanks over 5,000-gallons. Tier II Plans – Over 1,320-gallons, less than 10,000-gallons, at least one tank over 5,000-gallons.

A facility diagram must include the location and contents of all containers addressed in the SPCC Plan (67 FR 47097 and §112.7(a)(3)). This requirement includes both exempt underground storage tanks (USTs) and USTs that are subject to SPCC requirements.

How did EPA establish the multi-tiered approach for qualified facilities? A Tier II qualified facility is one that has an aggregate aboveground oil storage capacity of 10,000 U.S. gallons or less and meets the oil discharge history criteria in §112.3(g)(2).

Guideline on Types of SPCC Plans Tier I Plans – Over 1,320-gallons, less than 10,000-gallons, no tanks over 5,000-gallons. Tier II Plans – Over 1,320-gallons, less than 10,000-gallons, at least one tank over 5,000-gallons. Full PE Certified Plans – Over 10,000-gallons. Or, if you've had a spill.

A Tier II qualified facility is one that has had no single discharge as described in 40 CFR §112.1(b) exceeding 1,000 U.S. gallons or no two discharges as described in §112.1(b) each exceeding 42 U.S. gallons within any twelve month period in the three years prior to the SPCC Plan self-certification date, or since ...

What Are the Different Types of SPCC Plans? Tier I – Self-Certified Plan (Template from EPA) To Qualify for Tier I Plan, a facility must: Tier II - Full Plan that can be Self-Certified. To Qualify for a Tier II – self-certified plan, a facility must: Full PE Certified Plan. Technical Amendment. Administrative Amendment.
