The QCTO's role is to ensure that there are occupational qualifications that respond to South Africa's skills development priorities. The QCTO manages the Occupational Qualifications Sub-Framework (OQSF), which is one of the three integrated sub-frameworks of the National Qualifications Framework.

The QCTO is the quality council responsible for standards and qualifications for trades and occupations. One of the key responsibilities of the QCTO is to issue occupational and trade certificates to learners who have achieved these qualifications.

The MQA is an approved Assessment Quality Partner (AQP) by the Quality Council for Trades and Occupations (QCTO) for specified occupational qualifications registered on the National Qualifications Framework (NQF).

QCTO said that its biggest challenge was funding, as it had only enough money to pay staff salaries, had no staff who could attend to accreditation themselves, and insufficient budget to implement programmes. Members were concerned about the funding shortages, and wanted to see QCTO being able to implement programmes.

Only the QCTO will accredit Skills Development Provider (SDP)for both Occupational and Trades related qualifications The SETA will monitor the quality of service provided by the SDP. Will manage & administrate the SUMMATIVE ASSESSMENT.

Site visit conducted by the Expert Practitioners/evaluators. 2. Expert Practitioners/evaluators compile an evaluation report & send it to the QCTO. Evaluation of the reports by the QCTO accreditation committee QCTO accreditation committee considers the evaluation report from the Expert Practitioners/evaluators.
