Welders, garage and engineering workers, through paints, solvents, oils and grease, exhausts and other fumes. Construction trades workers, through exposed to fumes and dusts and specific hazards such as lead and asbestos.

Training Program for Employees Under the HMBP program, all employees must be trained on safety measures, emergency contacts, and mitigation/evacuation procedures in the event of a hazardous material release. Employees must be trained upon initial hiring with refresher training provided annually thereafter.

A hazardous substance is any material which can cause harm to you either directly or indirectly. You may encounter hazardous substances either during the sampling or in the working environment where you are conducting the sampling. Dangerous goods are hazardous substances which are being transported.

Storage of any hazardous materials at or above State-defined thresholds makes a facility subject to the HMBP program. The general thresholds are 55 gallons of a liquid, 200 cubic feet of a gas, and 500 pounds of a solid. There are some exemptions to these thresholds.

The California Environmental Reporting System (CERS) is a statewide, web-based system designed to support businesses and Unified Program Agencies (UPAs) with electronically reporting, collecting, and managing hazardous materials-related data as mandated by the California Health and Safety Code, Section 25404 (e)(2-5).

Who is required to prepare an HMBP? Businesses that handle hazardous materials (including hazardous waste) or extremely hazardous substances at reportable quantities are required to prepare and electronically submit an HMBP in CERS.
