West Virginia is excited to announce to launch of our Electronic Lien and Title program. Electronic Lien and Title, also known as ELT, is a paperless way for lienholders to file, release, correct or transfer liens.

Titles. Every motor vehicle, trailer, semi trailer, pole trailer, and recreational vehicle when driven or moved upon a highway must be titled and registered.

You can gift a car in West Virginia to a family member. You must include an Affidavit of Transfer of Ownership Without Consideration which must be notarized.

The nation's first digital vehicle titling clearinghouse now allows auto retailers, insurance carriers, fleet operators, and lenders nationwide to gain​​ new titles, transfer titles, or replace titles through the West Virginia DMV online, even when the vehicle is located in another jurisdiction.

Fees required to title a used vehicle include a $15 title fee, 6% titling sales tax on vehicles with a net purchase price over $500 or $30​ on vehicles with a net purchase price under $500, $10 lien fee (if applicable), and the registration fee and/or registration transfer fee.

Gift Transactions The original owner will have to apply for a duplicate title and make a new assignment reflecting the correct disclosure as to whether the vehicle was sold or is a gift. If the owner will get a duplicate title, the new owner will pay sales tax on the price listed on the title.

The term “total loss” means a motor vehicle which has sustained damages equivalent to seventy-five percent or more of the market value as determined by a nationally accepted used car value guide or meets the definition of a flood-damaged vehicle as defined in this section.

If the vehicle is purchased from an individual and the purchase price is below 50% of the current NADA Clean Loan Book value, a notarized bill of sale must accompany the application for title, or the tax will be assessed on the NADA Clean Loan Book value.
