Registration for a New California Resident Once you officially establish residency in California you will have 20 days to register your vehicle with the DMV to avoid late fees. To register, head to the DMV and submit: A Completed Application for Title or Registration (Form REG 343). The Vehicle's Out-of-State Title.

The REG 31 Form is used by the California DMV, California Highway Patrol (CHP) and other official verifiers when they conduct physical inspections of your vehicle. There is no need to actually fill out this form yourself. REG 31 is used to note the vehicle's condition and information for verification.

To get started, you need to fill out the Application for Title or Registration (Form REG 343). If you drive a commercial vehicle, you will also need to complete a Declaration of Gross Vehicle Weight/Combined Gross Vehicle Weight (Form REG 4008).

If the buyer does not sign the title and mail or give it to DVS, then the seller's name stays on the title of the car. If the buyer doesn't transfer the title within 10 days, the car's registration is suspended.

The Business Partner Automation (BPA) program allows DMV to establish contracts with qualified industry partners who have a business need to process vehicle registration and titling transactions from their remote locations.

The CHP is authorized to place a new VIN on the unit, (blue tagging). To see the CHP, you must be referred to them by the DMV. You cannot drive up to a CHP and get a VIN verification on the spot, for the most part.

Authorized Vehicle Verifiers are: DMV employees. Peace officers including military police (California Penal Code §830). Employees of auto clubs that provide registration services. Auto club verifiers must include the abbreviation of their auto club name with their signature. Persons licensed as vehicle verifiers by DMV.

This form is used only by authorized DMV and Auto Club employees, DMV licensed vehicle verifiers, California Highway Patrol (CHP) and other peace officers, when performing a physical inspection of a vehicle or trailer vehicle identification number (VIN) and other vehicle characteristics.

You may run into some trouble depending on what state you're in. This is because state laws can vary when it comes to car title ownership. For example, in the state of California, you're required to present your bill of sale to register the vehicle or to have your title transferred.
