What is a stormwater permit in Texas?

A Stormwater Permit is an administrative permit intended to protect water quality and manage stormwater runoff generated by land development. The permit requires a drainage study by a licensed professional engineer showing drainage calculations before and after the proposed development or land disturbance.

The Texas Pollutant Discharge Elimination System (TPDES), administered by the Texas Commission on Environmental Quality (TCEQ) regulates stormwater discharges from various sources to surface waters of the State.

A SWPPP, or SW3P, is a Storm Water Pollution Prevention Plan. A SWPPP is a fundamental requirement of stormwater permits in Texas. As runoff flows over land and impervious surfaces, it accumulates debris, chemicals, sediment, etc., that could adversely affect water quality if the runoff discharge is untreated.

Stormwater runoff from industrial, manufacturing, and construction sites can cause significant harm to our rivers, lakes, and coastal waters. An SWPPP is required by Texas Commission on Environmental Quality (TCEQ) and by your construction and/or general permit and will help you prevent stormwater pollution.

The SWP3 provides a strategy to prevent or minimize sediment and other pollutants originating from construction sites from reaching surface waters of the state during those construction activities.

Storm Water Pollution Prevention Plan. What is the purpose of a SWPPP? The SWPPP is a document unique to your site that identifies all of the industrial operations conducted on your facility and identifies pollution control practices that will implement and minimize pollutants from reaching Stormwater runoff.
