The California Victim Compensation Program (“CalVCP”) is a state fund that provides victims of violent crimes with financial resources to cope with the impact of the crime.

The State Restitution Fund provides funding to assist victims of crime. California law requires every offender convicted of a felony or misdemeanor in California to pay a restitution fine. The court imposes a restitution order to cover actual crime-related expenses incurred by a victim.

A Restitution Order is an offender's debt to you as the victim. State law requires judges to order the offender to pay restitution in every case in which the victim has suffered an economic loss as a result of the crime. A Restitution Fine is an offender's debt to society.

Whom do I call to find out my outstanding balance for criminal debt (special assessment, restitution, fine)? Please call the Finance Unit at 415-522-4621 for the principal amount owed.

For applications filed on or after January 1, 2001, the maximum amount CalVCB can reimburse a victim is $63,000. For applications filed on or after January 1, 2017, the maximum amount CalVCB can reimburse a victim is $70,000.

The following organizations also may be able to provide you with information about your rights or refer you to an attorney: The National Crime Victim Law Institute, National Crime Victim Bar Association, National Center for Victims of Crime, and the National Organization for Victim Assistance.

CalVCB typically issues payment within 30–90 days from receipt of a bill. Several things can cause a delay, including, other available sources of payment, a problem with the eligibility of the claim, or difficulty verifying some of the information.
