The First Protocol to amend the AANZFTA will: Remove the requirement for the free on board (FOB) value to be supplied by the exporter in all cases. The FOB value will only be required after the First Protocol enters into force where origin is claimed on the basis of a Regional Value Content (RVC) rule.

The AANZFTA Agreement requires third party issued certificates of origin when exporting to an ASEAN member. Exporters (who want their goods to receive preferential tariff treatment upon importation) must obtain a certificate of origin from one of NZ's certifying bodies before exporting their goods under this Agreement.

Regional value content (RVC) rules require that a good include a certain percentage of FTA content. To benefit from an FTA, your product must have added value from the U.S. or FTA partner country or countries. This value might derive from the cost of FTA-sourced materials or skilled labor.
