You can claim exemption from withholding only if both the following situations apply: For the prior year, you had a right to a refund of all federal income tax withheld because you had no tax liability. For the current year, you expect a refund of all federal income tax withheld because you expect to have no liability.

Purpose of Form: Unless you elect otherwise, state law requires that California Personal Income Tax (PIT) be withheld from payments of pensions and annuities.

Use Form 588, Nonresident Withholding Waiver Request, to request a waiver from withholding on payments of California source income to nonresident payees. Do not use Form 588 to request a waiver if you are a foreign (non-U.S.) partner or member.

In general, businesses which provide a service that does not result in a tangible good are exempt from sales tax, as it only applies to goods. For example a freelance writer or a tradesperson is not required to remit sales tax, although a carpenter making custom furniture is so required.

You may not have to withhold if: Total payments or distributions are $1,500 or less. Paying for goods. Paying for services performed outside of California.

In order to claim exemption from state income tax withholding, employees must submit a W-4 (PDF Format, 100KB)*. or DE-4 (PDF Format, 147KB)* certifying that they did not have any federal tax liability for the preceding year and that they do not anticipate any tax liability for the current taxable year.

Exemption From Withholding To qualify for this exempt status, the employee must have had no tax liability for the previous year and must expect to have no tax liability for the current year. A Form W-4 claiming exemption from withholding is valid for only the calendar year in which it's furnished to the employer.

Nonresident income types Your payer must withhold 7% from your CA source income that exceeds $1,500 in a calendar year.

Every corporation that is incorporated, registered, or doing business in California must pay the $800 minimum franchise tax.
