Laws. With the exception of New Hampshire, all states and the District of Columbia require adult front-seat occupants to use seat belts. Adult rear-seat passengers also are covered by the laws in 33 states and the District of Columbia.

The Click It or Ticket (CIOT) campaign is a high-visibility enforcement effort designed to detect violators of Florida's traffic laws with special emphasis on occupant protection.

From May 20 to June 2, Florida law enforcement agencies are joining NHTSA and law enforcement agencies nationwide for the 2024 Click It or Ticket enforcement mobilization.

Click It or Ticket is a national high-visibility enforcement campaign that focuses specifically on the consequences of not wearing a seat belt while urging riders to always buckle up.

Many states later changed it to a primary offense, the first being California in 1993. Of the 34 states with primary seat belt use laws, all but California, Connecticut, Hawaii, Iowa, New Mexico, New York, North Carolina, Oregon, and Washington originally had only secondary enforcement laws.

New Hampshire, the state with historically the lowest safety belt usage, is the only state without an adult safety belt law. Massachusetts, the state with the second lowest usage, has only a secondary safety belt law, which requires officers to observe another driving offense before issuing a safety belt citation.

The Click It or Ticket program was conceived in North Carolina in 1993. It was the first statewide occupant protection campaign in the United States. This innovative program combined 3,000 enforcement checkpoints, paid advertising, and earned media to build public awareness.
