Liens for recovering, towing, or storing vehicles and vessels. (1) For the purposes of this section, the term: (a) “Vehicle” means any mobile item, whether motorized or not, which is mounted on wheels.

Section 319.14(1)(c)4, Florida Statutes, reads: "Assembled from parts" means a motor vehicle or mobile home assembled from parts or combined from parts of motor vehicles or mobile homes, new or used.

(5) It is illegal to transfer title to a motor vehicle when the purchaser's name does not appear on the title. Any buyer or seller who knowingly and willfully violates this subsection with intent to commit fraud commits a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.

Notarization is NOT required in the “Transfer of Title by Seller” section on the Florida title even if there is a place for notarization. Federal rule specifies that Odometer Disclosures for all non-exempt vehicles are to be made in the “Transfer of Title by Seller” section of the Florida Certificate of Title.
