The HCV program is generally administered by state or local governmental entities called public housing agencies (PHAs). HUD provides housing assistance funds to PHAs to distribute on behalf of families.

The powers of a housing authority typically include the power to acquire, construct and operate property and expend and repay funds. A housing authority can also lease, rehabilitate and sell property.

Section 8 housing vouchers are administered locally by public housing agencies (PHAs), who receive funding from the U.S. Department of Housing and Urban Development (HUD). The local PHA determines the amount of housing assistance a participating family receives and pays the landlord directly on behalf of the family.
