In most cases, the appraisal is requested by the buyer's lender because the lender is looking for assurance that the property is sufficient collateral and worth the amount that the borrower has agreed to pay.

Every mortgage lender is required by law to order every appraisal through an Appraisal Management Company (AMC). AMCs maintain large pools of licensed appraisers who are randomly selected to appraise properties when appraisal orders are received by the AMC.

Most appraisals are completed and signed off by the line manager and employee. The appraisal is kept as a record of the employee's development and progress. If minor issues are in dispute, but the employee is satisfied with the appraisal overall, a record of the areas that have not been agreed can also be kept.

Almost always, when a property is appraised in connection with a loan, the appraiser is selected by the lender, but you'll be responsible for paying the appraisal fee.

The appraisal report is owned by the party that orders it – which is not necessarily the party who pays it. Appraisers are required to treat the party that ordered the appraisal as “the client”, even if someone else pays the fee.

Unless you're paying cash for your home (and thus not taking a loan), you'll have to go through the appraisal process. While the appraisal fee is typically paid by the buyer, the lender chooses the home appraiser to be sure it won't be biased in the buyer's favor. Appraisers must be a neutral party.

Your lender will typically order the appraisal, and you will pay the cost of the appraisal as part of the financing process.

As soon as the offer is accepted, the lender usually collects payment from the buyer, and orders the home appraisal. To ensure that the appraiser is unbiased, the lender does not contact an appraiser directly. The lender puts the order into a “lottery” system of licensed appraisers, that assigns one at random.
