Preliminary Review The required CEQA review process can result in three different determination/document types—an exemption, an Initial Study with Negative Declaration or Mitigated Negative Declaration (IS/ND or IS/MND), or an Environmental Impact Report (EIR).

DIST-CO-RTE: PM/PM: EA/Project No.: This checklist identifies physical, biological, social and economic factors that might be affected by the proposed project. In many cases, background studies performed in connection with the projects indicate no impacts.

A "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment.

Notices of Exemption (NOEs) if a state/local agency determines that a project is not subject to CEQA and files a NOE. Agencies must file the NOE with the SCH/county clerk; the NOE is generally optional except when explicitly required by the statutory exemption.

CEQA requires that state and local agencies disclose and evaluate the significant environmental impacts of proposed projects and adopt all feasible mitigation measures to reduce or eliminate those impacts. The Attorney General, in his independent capacity, has a special role in overseeing and enforcing CEQA.

Examples of activities subject to CEQA evaluation include soil or pavement capping, excavation and off-site treatment and/or disposal, on-site treatment, or the installation of engineering controls such as vapor barriers.

Established in 1973, the State Clearinghouse (SCH), a division of the Governor's Office of Planning and Research (OPR), coordinates the State-level review of Environmental Documents prepared pursuant to the California Environmental Quality Act (CEQA).
