The Naval Reserve Officer Training Corps commissions individuals into either the United States Navy as an Ensign or the United States Marine Corps as a Second Lieutenant. While attending college, these prospective officer candidates are known as Midshipmen.

Generally, the Army ROTC (AROTC) has the least stringent scholarship programs, allowing students to explore nearly any major and take two ROTC courses of their choosing each semester. The Navy ROTC (NROTC) and Air Force ROTC (AFROTC) are more selective about funding majors in specific fields.

Old Dominion is a pro-military institution. Servicemen, servicewomen, and their families will find the most supportive academic team ready and willing to facilitate degree attainment, including recognition of military experiences that may accelerate degree completion.

Currently there are 63 Navy ROTC units/consortiums hosted at 77 schools throughout the United States. The Navy ROTC Program is available at over 160 colleges and universities that either host Navy ROTC units or have cross-town enrollment agreements with a host university.

The Hampton Roads Consortium consists of five schools (ODU, NSU, HU, RU, TCC), making it one of the largest Naval ROTC Units in the nation. Our unique location, close to the world's largest naval base, allows us to offer our students unparalleled leadership and hands-on training opportunities.

Academic minimums: Cumulative GPA of 2.5 (4.0 scale) at the end of the freshman academic year (end of Spring term) in the program college. Each subsequent term GPA in the program college must be 2.5 (4.0 scale) or greater.

Navy ROTC. This is a more difficult scholarship to obtain than the Army ROTC scholarship but not as hard as the Air Force Scholarship. For the academic year 2023-2024 it is projected that about 1900 applicants will be awarded a scholarship.

The purpose of the Navy ROTC Program is to educate and train qualified young men and women for service as commissioned officers in the Navy's unrestricted line, the Navy Nurse Corps and the Marine Corps.
