Echelon 1 Commander. As the echelon 1 commander, CNO exercises administrative control (ADCON) over all forces not reporting directly to SECNAV. CNO exercises ADCON of the echelon 2 activities listed in subparagraphs 5b(1) through 5b(28) and their subordinates, as reflected in reference (e).
