The first U.S. historic district was established in Charleston, South Carolina in 1931, predating the U.S. federal government designation by more than three decades. Charleston city government designated an "Old and Historic District" by local ordinance and created a board of architectural review to oversee it.

The act established permanent institutions and created a clearly defined process for historic preservation in the United States. Historic structures that would be affected by federal projects—or by work that was federally funded—now had to be documented to standards issued by the Secretary of the Interior.

Pettigru Historic District The area is unique in the city for its evolution of styles from the Victorian era to 1930. Because of the wide variety of architectural styles, the large neighborhood was nominated to the National Register of Historic Places in 1981. It is the largest historic district in the city.
