The California Department of Housing and Community Development (HCD) insignia is required on mobilehomes, commercial modulars, and special purpose commercial modulars. The U.S. Department of Housing and Urban Development (HUD) label is required on manufactured homes.

ALPHA-NUMERIC SERIES May be any combination of letters and/ or numbers of applicant's choice with the following exceptions: The number zero cannot be used.

HCD develops policies that support housing and community development and conducts research and analysis of California's housing markets and needs.

The number zero (0) cannot be used; only the letter “O” is acceptable. The number one must be shown as “1.” The letter “I” must be shown “I.” The letter “I” cannot be substituted for the number “1” or vice versa.

To become an HCD licensee that is authorized to deal or sell MH-units or commercial modulars, you must pass an HCD-administered exam and complete preliminary education courses.

Enfranchised auto, commercial, and motorcycle dealers are appointed using a Certificate of Proposed Franchise (OL 124). All other authorizations must be on company letterhead and signed by a person listed in the application documents.
