An emergency action plan (EAP) is a written document required by particular OSHA standards. [29 CFR 1910.38(a)] The purpose of an EAP is to facilitate and organize employer and employee actions during workplace emergencies.

A basic EAP outlines the steps first responders should take in a diving or non-diving emergency. The plan should be clear enough that an untrained bystander could assist if needed.

Drowning resuscitation and management. Underwater, victims can't inhale oxygen, and cerebral hypoxia occurs rapidly. Thus, the priorities of the management of a drowning victim include effective ventilation, oxygenation, and chest compressions [15].

Rescue and remove the person from the water (without putting yourself in danger). Ask someone to call emergency medical services (EMS). If alone, give 2 minutes of care, then call EMS. Begin rescue breathing and CPR.

Keep your arms straight and lean over the casualty. Press down hard, to a third of the depth of the chest, then allow the chest to come back up. After 30 chest compressions, give two rescue breaths. Repeat this at a rate of 100-120 compressions per minute.
