Can I take ownership of an abandoned vehicle on my property in PA?

If the property owner would like to obtain a vehicle title for the abandoned vehicle on their private property, they may file a suit in common pleas court requesting that an order be entered that awards ownership of the vehicle to the landowner.

--No person shall abandon a vehicle upon any highway. (b) Abandonment on public or private property. --No person shall abandon a vehicle upon any public or private property without the express or implied consent of the owner or person in lawful possession or control of the property.

"Abandoned vehicle." (ii) The vehicle has remained illegally on a highway or other public property for a period of more than 48 hours. (iii) The vehicle is left unattended on or along a highway or other public property for more than 48 hours and does not bear all of the following: (A) A valid registration plate.

Proof Letter. PennDOT does not receive notice of new insurance from companies. Therefore, PennDOT must send a proof letter asking the customer to provide verification that new insurance is in place for the vehicle(s) listed.

§ 7311.1. Reports by private property owners of abandoned vehicles. (1) A person on whose private property is located a vehicle which has remained on the property without the consent of the property owner or his agent for more than 24 hours may authorize the removal or processing of the vehicle.

--Any police officer may remove or cause to be removed to a place of safety any unattended vehicle illegally left standing upon any highway, bridge, causeway or in any tunnel, in such position or under such circumstances as to interfere unduly with the normal movement of traffic or constitute a safety hazard.

§ 1302. Vehicles exempt from registration. The following types of vehicles are exempt from registration: (1) Any vehicle used in conformance with the provisions of this chapter relating to dealers, persons registered under any of the miscellaneous motor vehicle business classes or nonresidents.
