What is a Speed Limiter? A speed limiter is an intelligent speed assistance (ISA) system that prevents a car from traveling over a set speed. This is not the same concept as cruise control as the car does not maintain this set speed.

Cars currently sold in the US do have speed governors, but they're set very high: Some only kick in at 155 mph, far above 85 mph, the highest speed limit anywhere in the country. With a brand emphasizing safety, Volvo recently made a splash by announcing it would lower its cars' top speed — all the way down to 112 mph.

There are two types of speed limiter available. The first - an adjustable speed limiter - is by far the most common. It's included as standard equipment on most cars, although you may have to pay more for it on some entry-level versions.

Speed limiters. Governors can be used to limit the top speed for vehicles, and for some classes of vehicle such devices are a legal requirement. They can more generally be used to limit the rotational speed of the internal combustion engine or protect the engine from damage due to excessive rotational speed.

Today, car companies do speed governors on their vehicles – but they use insanely high thresholds, like 155 mph (the “gentlemen's agreement” among German automakers).

The top speed is a strong sales argument, though speeds above about 300 kilometres per hour (190 mph) are not likely reachable on public roads. Many performance cars are limited to a speed of 250 kilometres per hour (155 mph) to limit insurance costs of the vehicle, and reduce the risk of tires failing.

You can tell by holding the throttle at wide open, when it gets to the rev limit it simply won't go any faster even if the pedal has more travel.
