About Form 943, Employer's Annual Federal Tax Return for Agricultural Employees | Internal Revenue Service.

Employers who paid wages to agricultural employees that are subject to income tax, social security or Medicare withholding must file a Form 943, Employer's Annual Federal Tax Return for Agricultural Employees to report those wages.

For purposes of this paragraph (g), the lookback period for Form 943 taxes is the second calendar year preceding the current calendar year. For example, the lookback period for calendar year 1993 is calendar year 1991.

Form 941 is very similar to Form 944, except that it's meant for businesses with annual payroll tax liabilities greater than $1,000. Businesses should generally file Form 941 unless the IRS tells you to use Form 944 or if you successfully request to use 944 forms because of your lower liability.

Form 943 vs. Form 941? Form 941 is the annual return filed by most businesses with nonfarm workers. Please keep in mind that you may need to file both forms if you employ both farm and nonfarm workers (and meet the wage-based test described above).

The only exceptions to this filing requirement are for seasonal employers who don't pay employee wages during one or more quarters, employers of household employees and employers of agricultural employees.

It's designed to be used in place — or in addition to Form 941 — for businesses that routinely pay farm workers. Form 943 is only used by companies that employ and pay farmworkers wages by cash, checks, or money orders. Non-cash wages are food and lodging, or payment for services other than farm work.
