The Energy Efficiency Ratio (EER) of an HVAC cooling device is the ratio of output cooling energy (in BTU) to input electrical energy (in watts) at a given operating point. EER is normally calculated with a 95 °F outside temperature and an inside (return air) temperature of 80 °F and 50% relative humidity.

This document is used to demonstrate compliance with mandatory commissioning requirements in §120.8 for nonresidential buildings and hotel/motel or mixed-use buildings with nonresidential spaces.

SEER, EER and HSPF Requirements in California For example, in California, a split-system AC with a certified cooling capacity of less than 45,000 British Thermal Units per Hour (Btu/hr) must have a minimum SEER2 rating of 14.3 and an EER2 rating of 11.7 or 9.8.

The Minimum SEER rating in 2023 is 14. This is an efficiency rating mandated by the U.S. Department of Energy (DOE) that all air conditioning systems must achieve in order to be legally sold in the United States.

NRCC Forms (Nonresidential Certificates of Compliance) The Nonresidential Certificates of Compliance (NRCC) are to demonstrate the construction documents are compliant with the Energy Code at the time of permit application.

What Are the New California Regulations? Air conditioner ratings will increase from 14 SEER to 14.3 SEER2 (15 SEER). Heat pump ratings will increase from 8.2 HSPF to 7.5 HSPF2 (8.8 HSPF). Furnace ratings will increase from 80% to 81% AFUE.

On January 1, 2023, the efficiency rating for air conditioners in the southwest region increased from 14 SEER to 15 SEER (or 14.3 SEER2). This means that all air conditioners installed in California must meet or exceed that efficiency rating starting this year.
