General Instructions Every employer who pays wages to a DC resident who withholds DC income tax must file a DC withholding tax return. You must file the FR-900Q even if you withheld no tax or no payment is due, unless you filed a final return.

As noted, the self-employment tax rate is 15.3% of net earnings. That rate is the sum of a 12.4% Social Security tax and a 2.9% Medicare tax on net earnings. Self-employment tax is not the same as income tax. For the 2022 tax year, the first $147,000 of earnings is subject to the Social Security portion.

The self-employment tax rate is 15.3%. The rate consists of two parts: 12.4% for social security (old-age, survivors, and disability insurance) and 2.9% for Medicare (hospital insurance).

LLC income is taxed federally at the 15.3% self-employment tax rate (12.4% for social security and 2.9% for Medicare). LLCs in the District of Columbia also need to pay an annual franchise tax of 8.25%.

If you are not a resident of DC you must file a Form D-4A with your employer to establish that you are not subject to DC income tax withholding. You qualify as a nonresident if: Your permanent residence is outside DC during all of the tax year and you do not reside in DC for 183 days or more in the tax year.
