HEAP helps low-income households meet the cost of heating their homes. The benefit can pay for fuel, your utility source, and heating equipment replacement and repairs. The benefit is paid directly to the heating vendor or utility company. Applications for the HEAP Regular Benefit opened on November 1, 2022.

HEAP is a federally funded program that helps customers with low-income pay heating and cooling costs for electricity, gas and other heating fuels. HEAP also offers Emergency benefits, Heating Equipment Repair and Replacement benefits and Clean and Tune benefits.

The benefit is a one-time payment to your heating utility company. The HEAP season runs from November to usually late March or April. The HEAP season usually open mid-November. For those that are over 60, and were awarded HEAP last year, you automatically are contacted to verify your information.

If you qualify for HEAP you will be notified no later than 30 business days from the date the local district received your HEAP application.

A second Home Energy Assistance Program (HEAP) Emergency Benefits component was made available to eligible residents in NYS on February 27, 2023, following the first Emergency Benefit component opening to residents on January 3, 2023.

There are income limits for the HEAP program. For a family of 4, the maximum gross yearly income limit is $65,820. Eligible households whose primary heat is oil, kerosene, or propane and who make direct payments to the vendor for heating costs can receive up to $900 in benefits.
