The CEP allows high-poverty schools to eliminate the administrative burden of school meal applications and still serve breakfast and lunch at no charge to all students so that they can be fueled and ready to learn.

The Community Eligibility Provision (CEP) CEP is a school meal funding option that allows schools to offer free breakfast and lunch to all students – essentially becoming Hunger-Free Schools. More than 102,780 students in Maryland attend one of 238 Hunger-Free Schools.

This alternative is referred to as the Community Eligibility Provision (CEP). The overall purpose of the CEP is to improve access to nutritious meals for students in high poverty areas by providing meals to all students “at no cost” to the students.

CEP stands for Community Eligibility Provision.

The Community Eligibility Provision (CEP) is a non-pricing meal service option for schools and school districts in low-income areas. CEP allows the nation's highest poverty schools and districts to serve breakfast and lunch at no cost to all enrolled students without collecting household applications.

Any district, group of schools in a district, or individual school with 40% or more “identified students”—children eligible for free school meals who are identified by means other than an individual household application—can participate in CEP.

California Universal Meals is the first of its kind in the country. Since the start of this meal program last year, children no longer need to pay for their lunches using cash, tickets or punching in their student identification. Breakfast and lunch are free at all California schools — no application is required.

The State Meal Program is a child nutrition program funded by the State of California. The program provides money to public school districts and county superintendents of schools that serve free or reduced-price nutritious meals to needy children in compliance with state law.
