These submarine pitchers (in lowest release to highest) are: Tyler Rogers, Adam Cimber, Ben Rowen, Eric Yardley, Joe Smith, Tim Hill, Aaron Northcraft.

Adam Christian Cimber (born August 15, 1990) is an American professional baseball pitcher for the Toronto Blue Jays of Major League Baseball (MLB). He previously played for the San Diego Padres, Cleveland Indians, and Miami Marlins. Cimber is one of only a few major league pitchers with a submarine delivery.

Giants reliever Tyler Rogers is without a doubt the strangest pitcher in the major leagues. No other active pitcher uses a submarine throwing motion like Rogers does—and even by the standards of other submariners, Rogers's delivery is bizarre. He bends over and releases the ball just a few inches from the ground.

Tyler Rogers, the one true submariner of the Statcast era, breaks everything we know about how pitch movement is supposed to work. When you release the ball a foot off the ground, weird things happen. Rogers is like no other pitcher in Major League Baseball today.

Sidearm pitchers, also known as sidewinders, are uncommon at all levels of baseball except in Japan, where sidearm pitchers are widely popular.

Throwing over the top generally leads to a faster pitch, and it also FEELS faster because it's coming into the batter on more of a downward plane. On the other hand, you're adding some built-in lateral movement when coming in from sidearm/submarine, so the submarine pitcher can make the ball move more.

The rarity of submarine pitchers is almost certainly attributable to its unusual technique. It is not typically a natural style of throwing—it is often a learned style—and because the vast majority of pitchers use an overarm motion, most young pitchers are encouraged to throw overhand.

Most submariners stayed submariners. But as the space between the mound and home plate increased from 45 feet before 1880 to the current 60 feet 6 inches, new pitchers found that the overhand style made it easier to control the ball over a greater distance.
