PREA Standards in Focus is designed to provide a quick synopsis of a PREA standard, the intent and purpose, implementation tips, challenges, and a few audit issues related to the standard to assist in further awareness and education.

Phase 3 – Open Meeting: An auditor may sometimes call for an open meeting with the senior management and key administrative staff. During this meeting, the audit plan and scope may be discussed. Problem areas, if any, may be identified. The auditor and the management can determine an accurate time frame for the audit.

A PREA audit involves two main stages: the policy review and the on-site visit. During the policy review, which takes place prior to the site visit, the auditor reviews the PREA Standards and ensures the facility has a policy that addresses — and complies with — each one.

The process employed by the Office of Internal Audit in performing audits follows three general phases comprising planning, fieldwork, and reporting.

The Process Map provides a helpful visual representation of the four phases of the PREA audit process: pre-onsite phase, onsite phase, evidence review and interim report phase, and corrective action and final report phase.

Since the first 3-year audit cycle began in August 20, 2013, a total of 6,095 completed audits have been reported by PREA auditors through the summer of 2021. These include audits of 2,275 prisons, 1,695 juvenile facilities, 1,262 community confinement facilities, 783 jails, and 80 lockups.
