Initial hazmat response steps Isolate area. Control access. Establish command and communications. Establish emergency decontamination. There are three main protective actions that you may be required to perform during an emergency: secure-in-place, shelter-in-place, and evacuation.

Awareness-level first responders are trained to act only defensively. Recognize the chemicals used at your facility, learn about potential spill or release scenarios, and then learn how to identify chemical spills or releases. Evacuate others and yourself from the spill area.

There are generally four levels of responder for a hazardous materials and/or Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) incidents.

Operational Level Response. First Responders at the Operational Level, in addition to carrying out the actions of the Awareness Level Responder, may take defensive actions from a safe distance which will control the release and keep it from spreading.

First Responders at the Awareness level are not expected to take any further action in response to a hazardous materials release beyond alerting the proper authorities. They have the responsibilities of 1) recognition/identification, 2) isolation, 3) protection, and 4) notification.

The HAZMAT Program is equipped with two primary hazardous materials response units; HM1 and HM2. Each of these "Big Red" HAZMAT units is a specialized emergency response vehicle equipped to handle hazardous material incidents (chemical spills, fuel spills, compressed gas releases, etc.)

First Responder Awareness Level trained personnel are individuals who are likely to witness or discover a hazardous substance release. They are trained to initiate an emergency response sequence by notifying the proper authorities of the release and isolate the area from other employees.
