In British Columbia, a contaminated site is defined in the Environmental Management Act, as an area of land in which the soil or underlying groundwater or sediment contains a hazardous waste or substance in an amount or concentration that exceeds provincial environmental quality standards.

The site risk classification is based on fact-based criteria and data easily obtainable and routinely collected in contaminated site investigations.

Environmental quality standards are used for determining the acceptability of substances in soil, surface water, groundwater, vapour and sediment at sites. Provisions for these standards are in Parts 5, 6 and 8 of the Contaminated Sites Regulation (the Regulation).

This protocol: 1. establishes substantive and procedural requirements for persons planning, conducting or reporting on the remediation of a contaminated site; and 2. for classifying sites as high risk sites based on an evaluation of risk to human health and the environment.

This protocol describes the requirements for determining the presence and extent of vapour contamination at contaminated sites in BC using default vertical vapour attenuation factors (VAFs) for indoor air (αI) and outdoor air (αO) listed in Table 1.

The GPM is an analytical fate and transport model that simulates the relationship between a substance concentration in soil and the corresponding substance concentration in groundwater at a downgradient point of compliance.

A BC Protocol 13 Screening Level Risk Assessment (SLRA) is the simplest form of evaluation that uses an exposure pathway questionnaire with site specific information, and a groundwater protection model developed by the BC Ministry of Environment and Climate Change.
