There is no Governmentwide time limitation on a time-off award. However, agencies should set their own policy concerning the time allotted to use a time-off award. Remember, if an employee transfers to another agency, the new agency is not required to honor the time-off award earned at the previous agency.

A detail or transfer may not exceed 5 years but may be extended 3 additional years upon the approval of the head of the agency.

Employees may be granted up to 80 hours as time off during a leave year and have one year to use the time-off award.

How long does an employee have to use a Time Off Award? A Time Off Award must be scheduled and used within 26 pay periods from the effective date of processing. After the 26th pay period, any unused time off will be automatically forfeited and may not be restored or otherwise substituted.

The best way to access OPM's workforce data is via the OPM website at www.fedscope.opm.gov.

An employee is eligible for grade retention as a result of a reduction in force only if the employee has served for at least 52 consecutive weeks in one or more positions under a covered pay system at one or more grades higher than the grade of the position in which the employee is placed.
