You may not have to withhold if: Total payments or distributions are $1,500 or less. Paying for goods. Paying for services performed outside of California.

Wages paid to California residents for services performed both within and outside the state are subject to state income tax withholding.

(s) Permanent Place of Business. A business entity has a "permanent place of business" in California if it is organized and existing under the laws of California or, if a foreign corporation, it has qualified through the Office of Secretary of State to transact intrastate business.
