Performance Standard 3 requires the state agency to assess four major areas including governance of the CACFP, fiscal accountability, recordkeeping systems, and meal service operations.

7 CFR Part 226 - PART 226—CHILD AND ADULT CARE FOOD PROGRAM.

CACFP Participant Age Requirements Enrolled participants must be 12 years old or younger in order for their meals and snacks to be eligible for reimbursement. However, the following exceptions apply: Migrant children may be 15 years old or younger.

The three CACFP Performance Standards include financial viability and financial management, administrative capability and program accountability. The Integrity Regulations address CACFP responsibilities at all levels: the state agency, institutions, and each site facility.

In order to meet Performance Standard 2, Administrative Capability, sponsors must have program policies and procedures in writing, a well- thought-out management plan, an adequate qualified staff and policies in place to ensure compliance with civil rights standards.

The federal CACFP regulations require all participating institutions to demonstrate financial viability, maintain adequate administrative capability, and have internal controls for accountability. These requirements were put into place to ensure that tax payer money is being used effectively for the intended purpose.
