Wisconsin DNR and DEQ is OK with you using a mechanical "harvesting tool" to clear out aquatic weeds without a permit for a 30-foot area, and the permits for removing more are pretty inexpensive.

As a general rule of thumb, DNR permits are required if you are placing a structure in the water or disturbing the lake or river bottom. Removal of aquatic or riparian plants through hand removal, mechanical harvesting, raking or cutting may also require a mechanical aquatic plant management permit.

Utilization of any sort of bottom/benthic mat or barrier on public lakes and streams requires an approved permit from the Wisconsin DNR under Ch. 30, Wis State. However, if the width is less than 30 feet along the shore, no permit is required.

Mechanical removal without permits is OK unless you are clearing it out of one of the Great Lakes, which we assume you aren't doing.
