Inactivation of Microorganisms in Distribution Systems Studies have shown that disinfectant residuals can be used to inactivate microorganisms in the distribution system.

The maximum residual disinfectant level (MRDL) is 4.0 mg/L, which is based on a running annual average of all samples in the distribution system. A single high sample will not necessarily put the system in violation, as long as the annual average is below 4.0 mg/L.

HOCl is one of the two freely available chlorine residual forms and is considered the most effective form of chlorine-based disinfectant because of the ease with which HOCl penetrates into and kills bacteria.

A potential definition of residual activity could be: “The capability of a disinfectant product to continue to produce a reduction in the number of viable cells of relevant test organisms on a surface under use conditions defined on the label of the product.”

What are safe levels of chloramine in water? Chloramine levels up to 4 milligrams per liter (mg/L) or 4 parts per million (ppm) are considered safe in drinking water. At these levels, harmful health effects are unlikely to occur.

The presence of chlorine residual in drinking water indicates that: 1) a sufficient amount of chlorine was added initially to the water to inactivate the bacteria and some viruses that cause diarrheal disease; and, 2) the water is protected from recontamination during storage.

This remaining, or residual level, acts as a safeguard against additional microbial contamination that, in the case of swimming pools, for example, could be introduced as more swimmers enter the pool.
