The NHL Draft is an annual event in which every franchise of the National Hockey League selects the rights to available amateur ice hockey players who meet draft eligibility requirements (North American players 18-20 years old and Europeans of all ages entering the league for the first time, all others enter league as ...

In the NHL Draft, all North American players who are 18 years old by Sept. 15 of the year of their draft and under 20 years old by Dec. 15 of that same year are eligible. Non-North Americans begin eligibility at the same time but maintain eligibility until 21 years old.

Any 18-year-olds born in January-April of 2002 are eligible. The rest will wait until the 2021 draft. Then for the 2021 draft, only players who are 19 by December 31st, 2021 are eligible. The draft class of 2022 would be 2003 birth years and 2002 and 2001 players who still haven't been drafted.

Draft lottery At the conclusion of the regular season, the 16 teams that did not qualify for the playoffs are entered in a weighted lottery to determine the initial draft picks in the first round. The teams are seeded in the basic draft order based on their regular season point totals.

Eligible players All players who will be 18 years old on or before September 15 and not older than 20 years old before December 31 of the draft year are eligible for selection for that year's NHL Entry Draft. In addition, non-North American players aged 21 are eligible.

For collegiate and college-track players, NHL teams hold the rights to drafted prospects for the duration of their NCAA eligibility. In the case of a player who spends his draft-plus-year in an amateur junior A league such as the USHL before starting college, it could be a five-year signing window.

Per AHL By-Laws, the age limit for eligibility to compete in the league is 18 years or over, on or before September 15 of each season.

You have to be 18 years old by September 15 of your draft year to enter the draft. As far as I know you cannot be signed as a free agent until after your draft year has past if you are not picked. Since the season starts in October, the youngest player would have to be at least 18 years old.
