If your development has been given a Bushfire Attack Level (BAL) rating of BAL-29, this means it is exposed to a moderately high threat from bushfire with sufficient risk of an ember attack and some of burning debris ignited by windborne embers.

Bushfire attack level is a graded assessment of the severity and risk for a building's exposure to ember attack, radiant heat and direct flame contact. There are five different exposure classes ranging from 12.5 (very low risk) to FZ (extreme risk): BAL-12.5 – low risk. BAL-19 – moderate risk.

What is a bushfire rating and what are the rules all about? Once your home is assessed and given a BAL rating, there are six levels in order from BAL Low to BAL 12.5, BAL 19, BAL 29, BAL 40 and BAL FZ.

A Bushfire Attack Level (BAL) is a means of measuring the severity of a building's potential exposure to ember attack, radiant heat and direct flame contact. It's measured in increments of radiant heat (expressed in kilowatts/m2).

(a) The method of determining the Bushfire Attack Level (BAL) for a site (Section 2) has been revised and now comprises six categories, namely BAL—LOW, BAL—12.5, BAL—19, BAL—29, BAL—40 and BAL—FZ.

The BALs are as follows: BAL-LOW - very low risk (bush fire resistant construction is not required) BAL-12.5 - low risk. BAL-19 - moderate risk. BAL-29 - high risk. BAL-40 - very high risk. BAL-FZ - extreme risk (Flame Zone)

Step one Determine your Fire Danger Index (FDI) Step two Determine your site's vegetation types. Step three Determine the distance from the site to the vegetation. Step four Determine the slope of the land under the vegetation. Step five Determine the BAL.
