California's Solar Mandate was updated in December of last year, and these updates went into effect in January 2023. Known as the 2022 Energy Code, this will require all single-family homes to be electric-ready. It will also include guidance for installing battery storage systems.

To qualify for an exemption, the property must lack one basic utility or amenity for year-long occupancy. In addition, multi-unit buildings in areas without virtual net energy metering are exempt from the California Solar Mandate.

The solar zone must have a total area that is no less than 15 percent of the total roof area after subtracting any area of the roof that is covered by a skylight. The total area of the solar zone may be composed of multiple subareas. No dimension of a subarea can be less than 5 feet.

A solar-ready zone shall be located on the roof of buildings that are five stories or less in height above grade plane, and are oriented between 110 degrees and 270 degrees of true north or have low-slope roofs.

The state of California doesn't set limits on the maximum size solar system you can . However, if you decide to a system of over 15 kilowatts, you will be subject to higher permitting fees. Government code 66015 dictates that if your system is 15 kilowatts or less, your permitting fee is $450.

In 2023, California will become the first state to require both solar PV and energy storage systems on all new and some retrofit commercial buildings, as the California Energy Commission (CEC) updated their 2022 Building Energy Efficiency Standards.
