Under NFPA 70E, there are only two instances in which an employee can work on live parts. In these situations, a work permit must be completed and approved by an authorized person. When de-energizing would interrupt essential life support, emergency alarms or ventilation systems.

An energized work permit is required when working within the restricted approach boundary or when the employee interacts with the equipment and conductors or circuit parts are not exposed but an increased likelihood of injury from an exposure to an arc flash hazard exists.

Article 130 — Work Involving Electrical Hazards Article 130 covers when an electrically safe working condition must be established and also the requirements for electrical safety-related work practices when an electrically safe work condition cannot be established.

You are completing an energized electrical work task when there are exposed energized electrical conductors or circuit parts that you may approach and/or interact with that can expose you to an electric shock or create an arcing fault that results in an arc flash.

An energized work permit is required for thermography outside the restricted approach boundary. Testing, troubleshooting, or voltage measuring is exempt from an energized electrical work permit.

11.13 All Energized Electrical Work Permits shall be submitted to the appropriate supervisor for approval. The permit must be signed by the Department or Division Director or authorized delegate, the approving supervisor, the qualified person conducting the risk assessment, and all persons exposed to the hazard.

NFPA 70E requires that employees wear arc-rated clothing wherever there is the possibility of exposure to an electric arc above the threshold incident energy level for a second-degree burn. Arc-rated clothing includes flame-resistant (FR) protective apparel and personal protective equipment (PPE).

An energized work permit is required when working within the restricted approach boundary or when the employee interacts with the equipment and conductors or circuit parts are not exposed but an increased likelihood of injury from an exposure to an arc flash hazard exists.
