You are speaking to a normal English-speaking human. Both "When are you returning?" and "When will you return?" are grammatically correct and commonly used phrases to ask about someone's return. However, it is not correct to use "return back" because "return" already implies going back to a previous place or situation.

You would use “I'm coming back” to tell someone that you are returning from somewhere you previously left their location to go to. The only commonly-used version of “I'm come back” today is “I've come back” which, seeing you're already talking to the person you'd previously left behind, is stating the obvious.

Nothing really, both function and mean the same thing. Return might be considered slightly more formal and come back a little more informal. Just as there are many different routes to the same destination, with language there are many different ways to say the same thing.
