Overview of the Standard AS 3740 sets out the requirements for the materials, design and installation of waterproofing for domestic wet areas for residential buildings.

When is a Form 16 needed? This form is to be completed when an inspecting person inspects a stage of assessable building work, as stated in a notice for inspection and is satisfied that all relevant aspects of the stage of work have been completed and comply with the building development approval for the work.

Again, a Form 12 will be used by a competent person when they are certifying an aspect of building work. A Form 16 will be issued by the building certifier for relevant stages of building works.

This Form 16 – Inspection Certificate must be completed and signed by a building certifier for the work or another building certifier or the appointed competent person (inspections) – the inspecting persons.

The building certifier signs a Form 16 – Inspection certificate (PDF, 158KB) and provides it to a builder to confirm that a stage of construction has been completed satisfactorily. The building approval addresses the inspection schedule.

Who can complete this certificate? (sections 10 of the Building Act 1975 (Building Act) and 53(2) of Building Regulation 2021 (BR 2021)). This form must be completed and signed by a building certifier for the work or another building certifier or the appointed competent person (inspection) – the inspecting persons.

In Queensland and New South Wales, a bathroom must be waterproofed by a technician with a current and valid waterproofing license. In other states in Australia, a compliance certificate must be given by the waterproofer to assure the waterproofing has been installed to Australian Standard AS 3740.

You will need this licence to undertake waterproofing work with a value of more than $3,300. This licence will allow you to apply, and repair waterproofing, including surface separation, and apply or material or systems for preventing moisture penetration.
