Minnesota Statute 84.922 requires that all-terrain vehicles (ATVs), off road vehicles (ORVs) and off highway motorcycles (OHMs) owned by Minnesota residents must be registered unless exempt. A public use ATV, ORV or OHM registration is valid for three years from the year of issuance.

Because the only way to make a UTV street legal in Minnesota is to register in another state, getting legal does not involve any parts specific to Minnesota. Thanks to reciprocity agreements between states, a vehicle only needs to have the parts required by the state where it is registered.

Drivers of ATVs and UTVs are subject to the same traffic laws and duties as operators of other motor vehicles, although additional limitations apply. The vehicles can only be operated on designated roadways, but they may cross other roads and highways.
