Marines who have served 6 months active duty as a Private are eligible for promotion to Private First Class (PFC), as long as their service is deemed satisfactory by the Commander. Time spent in boot camp does count towards the required 6 months. The same requirement exists for reservists as well.

Traditionally, Marines have been given two opportunities to be promoted. If they fail to be selected for promotion on a second attempt, their careers are over.

Also, Warrant Officers transfer from enlisted status and go through officer candidate training. Warrant Officer promotions are highly competitive. There needs to be a vacancy before a promotion is considered. Also, Warrant Officers are eligible for promotion after 24 months of TIG in each grade.

10 U.S. Code § 631, § 632: O2s, O3s, and O4s (other than Navy and Marine Corps Limited Duty Officers) who have twice failed for promotion shall be discharged.

In most cases a major needs 2 more years to retire after being passed over twice. Usually they are allowed to stay but not considered for promotion again and are out at 20. Of course if they had prior enlisted service they may be over 20 anyway and would just retire.

A Marine will not be promoted if, in the opinion of the commander, the Marine is not capable of performing satisfactorily in the higher grade, even though all other requirements have been met. Staff noncommissioned officer (SNCO) promotions effected by the CMC, require the certification of the commander.

I am an NCO dedicated to training new Marines and influencing the old. I am forever conscious of each Marine under my charge, and by example will inspire them to the highest standards possible. I will strive to be patient, understanding, just, and firm. I will commend the deserving and encourage the wayward.

Yes you can and people at all levels sometimes do so for various reasons.
