Attenuation factors (AFs) are estimates of the decimal fraction of vapor phase chemicals that pass through a barrier and enter the indoor space of a structure.

The groundwater attenuation factor is a ratio of the indoor air concentration to the groundwater concentration times its unitless Henry's Law constant (H').

However, DTSC also recommends that screening assessments evaluate the USEPA default attenuation factors of 0.03 for sub-slab soil gas and “near-source” exterior soil gas.

This attenuation factor is a measure of how soil and building properties limit the intrusion of organic vapors into overlying buildings and is defined as the concentration of the compound in indoor air divided by the concentration of the compound in soil gas or groundwater.

The VISL's default attenuation factor for near-source/sub-slab soil gas and groundwater are 0.03 and 0.001, respectively.

The design and installation costs can range from $2.50/ft2 to $6.75/ft2; however, for most buildings, the cost of a combination vapor barrier/venting system is in the $3.00/ft2 to $4.00/ft2 range.

Sealing openings involves filling in cracks in the floor slab and gaps around pipes and utility lines found in basement walls. Concrete can be poured over unfinished dirt floors. Installing vapor barriers involves placing sheets of “geomembrane” or strong plastic beneath a building to prevent vapor entry.

USEPA Recommended Attenuation Factors 0.001 for groundwater to indoor air, 0.03 for sub-slab soil gas to indoor air, and. 1.0 for crawl space air.
