Private Nonprofit Organizations. Certain private nonprofit (PNP) organizations are eligible to apply for funding through Federal Emergency Management Agency's (FEMA's) Public Assistance (PA) Program under emergency and major disaster declarations.

Since 1979, the Federal Emergency Management Agency (FEMA) has been the Federal Government's lead agency in responding to and recover- ing from many of the Nation's greatest moments of crisis. Throughout its history, FEMA has built upon the more than 200 years of Federal involvement in disasters.

Section 422 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act allows FEMA to implement simplified procedures for projects below an established threshold.

Public Assistance (PA) provides reimbursement to local, tribal and state government agencies and certain nonprofit organizations for the costs of emergency response, debris removal and restoration of disaster-damaged public facilities and infrastructure.

A Reimbursement Program: Residents must pay for their lodging out-of-pocket and submit verifiable lodging receipts to FEMA. The survivor's pre-disaster primary residence must be unlivable, inaccessible or have been affected by an extended disaster-caused utility outage to be considered.

The $1 million threshold applies to all projects under major disasters and emergencies declared on or after Aug. 3, 2022. The $1 million threshold also applies to all unobligated PA projects in major disasters and emergencies declared between March 13, 2020, and Aug. 3, 2022.

Public Assistance (PA) is FEMA's largest grant program providing funds to assist communities responding to and recovering from major disasters or emergencies declared by the President.
