The California Organic Products Act (COPA), generally requires that multi-ingredient cosmetics labeled or sold as organic contain at least 70% organically produced ingredients.

In 1990, Congress passed the Organic Foods Production Act (OFPA), which required that the USDA create uniform standards for organic production and processing. After 10 years of public debate the organic regulations were finalized and then went into effect in 2002.

California Department of Public Health CDPH oversees processors and handlers of organic food, pet food, and cosmetics; while CDFA oversees organic agricultural production, milk and dairy food processing, meat and poultry processing, and retail organic production activities.

Processors of general food commodities (e.g. baked goods, noodles, processed fresh vegetables, seafood, snack foods, dietary supplements, etc.) must obtain a Processed Food Registration (PFR) from FDB. A PFR certificate is a firm's basic health permit.

When should I apply for a Processed Food Registration (PFR)? The process from application through inspection and approval can take several weeks to complete. Businesses should submit a PFR application at least 60 days before they want to begin manufacturing or warehousing of food products.

1979. The California Organic Food Act (COFA) of 1979 was signed into law, legally defining organic practices in California, but making no provisions for support or enforcement. Any infractions had to be taken up in the courts by organizations like CCOF.

§110830. (a) No product handled, processed, sold, advertised, represented, or offered for sale in this state, shall be sold as organic unless it also is prominently labeled and invoiced with similar terminology as set forth by regulations promulgated by the NOP.
