Having a homestead classification means a person's property is his or her primary residence. This should be the address on your Minnesota driver's license, the address where you are registered to vote, or your primary mailing address.

Under current law, 1.18 million homesteads qualify for the homestead market value exclusion for taxes payable 2023. The total exclusion statewide is $16.63 billion. Under the proposal, all homesteads over $76,000 and less than $413,800 of market value would receive an increased homestead market value exclusion.

For homesteads valued at $76,000 or less, the exclusion is 40% of the market value, creating a maximum exclusion of $30,400. The exclusion is reduced as property values increase, and phases out for homesteads valued at $413,800 or more.

The amount of the homestead exclusion varies depending on the market value of the property. The maximum amount of the exclusion is $30,400 for residential properties with a market value of $76,000. As the property's market value increases above $76,000, the amount of the exclusion decreases.

Minnesota statute allows homeowners to claim up to $390,000 in property value, or $975,000 if agricultural, as a "homestead." State law limits this exemption to 160 acres, which in practice may apply to farms, but has removed what was once a half-acre limit on property within city limits.

To qualify for homestead: You must own the property, or be a relative or in-law of the owner (son, daughter, parent, grandchild, grandparent, brother, sister, aunt, uncle, niece or nephew). You or your relative must occupy the property as the primary place of residence. You must be a Minnesota resident.

What are the maximums? For refund claims filed in 2022, based on property taxes payable in 2022 and 2021 household income, the maximum refund is $2,930. Homeowners whose income exceeds $119,790 are not eligible for a refund.
