Never dry-sand to remove lead-based paint. Dry-sanding creates harmful lead dust. Never use a heat gun at temperatures of 700 degrees or greater or an open flame torch to remove lead-based paint. This level of heat will create dangerous lead fumes.

Threshold minimum amounts of interior paint disturbance which trigger lead activities. HUD has a lower interior "de minimis" threshold (2 sq. ft. per room, or 10% of a small component type) than EPA for lead-safe work practices.

DON'T Chip, Scrape, or Sand Lead Paint Any sanding, scraping, chipping, or other forms of friction against a lead paint surface can release particles of lead dust into the air. Instead, simply wipe down the existing surface with a warm, wet towel to prepare it to be painted over.

Paint removal by blasting, burning, dry scraping, dry sanding and using power tools creates the most serious dangers because the particles are small enough to be inhaled or deposited in furnishings or carpet, making complete removal extremely difficult.

Only wet hand sanding and/or an electric sander equipped with a HEPA filtered vacuum attachment should be used. Dry hand sanding should never be done. Heat stripping, using a low temperature (below 1100 degrees F) heat gun, followed by hand scraping.

Prohibited Work Practices HUD's prohibited work practices include EPA's prohibited work practices plus: dry scraping or sanding farther than 1 ft. of electrical outlets, and use of a volatile stripper in poorly ventilated space.
