NC utility winter moratorium Under rules set by the North Carolina Utilities Commission, which regulates public utilities in the state, utilities are not allowed to disconnect service for certain households during a specific time of year, even for lack of payment.

Under Indiana Code 8-1-2-121, electric and natural gas utilities in Indiana may not disconnect a customer between December 1 and March 15 IF the customer is: Receiving help from the federally funded Energy Assistance Program (EAP), or.

From November 1 through March 31, utility companies cannot disconnect service to households that: include someone who is disabled or age 65 or older; are unable to pay under an installment plan; and are certified by a local social services agency as eligible to receive assistance under an energy assistance program.

You must be given a specific number of days to pay your bill. If your payment is late, utility companies must give you a written notice at least 10 days before disconnecting your service. Your power cannot be disconnected on Fridays, weekends, holidays, or the day before a holiday.

The Winter Rule allows a residential customer who is disconnected or has a pending disconnection to pay a maximum of $175 to have their service restored or maintained. A customer may use this option once per winter heating season for their primary residence.
